Differences between types of authority

District Councils have had the largest total number of complaints (3258).  However, discounting the Greater London Authority because it is a unique authority type, unitary authorities had the largest average number of cases (25).  Fire Authorities had the lowest number of cases of all the non-unique authority types (5).
